ADR report highlights Arunachal MPs’ low attendance, participation in Lok Sabha

Itanagar: A recent report by the Association for Democratic Reforms (ADR) and National Election Watch (NEW) has highlighted the performance of Members of Parliament (MPs) from Arunachal Pradesh in the 17th Lok Sabha, revealing some significant insights.

ADR is an apolitical and non-partisan nonprofit organisation in India, working on electoral and political reforms for over 25 years.

The ADR report indicates that MPs from Arunachal Pradesh had the lowest average attendance, with representatives attending an average of 127 out of 273 sittings.

This attendance rate was notably lower compared to MPs from other Northeastern states, such as Assam (average attendance of 224), Meghalaya (212), Manipur (206), and Tripura (173).

In terms of participation in parliamentary proceedings, MPs from Arunachal Pradesh also asked fewer questions on average. They averaged 51 questions per MP, which was lower than the national average of 165 questions per MP.

This figure was significantly lower than the performance of MPs from Tripura, who averaged 173 questions per MP, and Assam, with an average of 148 questions per MP.

While MPs from Arunachal Pradesh faced challenges in attendance and participation, the report indicates that their counterparts from other states in the region, such as Assam and Tripura, demonstrated comparatively higher levels of engagement in parliamentary activities.

In terms of the average number of questions asked, MPs from Manipur asked the fewest questions, averaging 25 per MP. On the other hand, MPs from Tripura performed the best in this category, with an average of 173 questions per MP.

Assam followed closely with an average of 148 questions per MP, while Meghalaya and Arunachal Pradesh averaged 120 and 51 questions, respectively.

Overall, in the 17th Lok Sabha, the average MP asked 165 questions and attended 189 out of 273 sittings. MPs from Chhattisgarh had the highest average attendance, attending 216 sittings on average.

When it comes to questions asked by state, Maharashtra led with an average of 315 questions per MP. Among political parties, MPs from the Telugu Desam Party (TDP) had the highest average attendance, attending 229 sittings on average. Conversely, MPs from the Aam Aadmi Party (AAP) had the lowest attendance, with an average of 57 sittings.

MPs from the Nationalist Congress Party (NCP) asked the most questions on average, with 410 questions per MP.

In contrast, MPs from Apna Dal (Soneylal) asked the fewest questions, averaging only 5 per MP.

Dr Sukanta Majumdar, an MP from Balurghat, West Bengal, affiliated with the Bharatiya Janata Party (BJP), holds the record for asking the highest number of questions in the 17th Lok Sabha, with 596 questions.

Arunachal has two Lok Sabha MPs with Union Minister of Earth Sciences and Food Processing Industries Kiren Rijiju representing the Arunachal West Lok Sabha constituency and Tapir Gao representing the Arunachal East seat.
